Reforms aimed at strengthening social justice, institutionalizing the principles of decent work, guaranteeing the protection of families, children and youth at the constitutional level, and ensuring freedom of speech are continuing at an accelerated pace in Uzbekistan.

At the heart of these historic transformations lie ideas, critical reflection, and a deep sense of civic responsibility.


Against this backdrop, Xalqaro Nordik universiteti hosted a meeting with political scientist Kamoliddin Rabbimov. The event unfolded as an open and substantive dialogue on the interrelationship between society and the state, freedom and accountability, reform and intellectual renewal.


During the meeting, the author presented his book, "Erkin millat poydevori (“The Foundation of a Free Nation”). The work represents a political-philosophical and analytical study grounded in the author’s long-term research, professional observations, and independent reflections. It offers an in-depth examination of the mechanisms of mutual responsibility between the state and society, the development of political culture, and the ethical dimensions of governance.


The book provides a comprehensive analysis of the dialectics of freedom and responsibility, the lessons of the recent past, and the ongoing processes of modernization. Notably, the concept of “nation” is interpreted not as an ethnic or territorial unit, but as a community united by shared values, collective responsibility, and a common vision for the future. The central thesis of the work is both concise and profound: freedom is the product of conscious choice and moral preparedness.


The event brought together professors, researchers, students, administrative staff, and representatives of the media. The discussion was marked by intellectual engagement and constructive debate. Participants raised thoughtful questions regarding the sustainability of state reforms, the boundaries of freedom of expression, the primacy of human dignity, and the interaction between political and economic processes.


Faculty members highly evaluated the conceptual depth and scholarly significance of the book, expressing interest in further theoretically grounded works by the author. Numerous comments, proposals, and analytical reflections were shared throughout the session.


The presentation evolved into an open intellectual platform dedicated to freedom of thought, political culture, and social responsibility. For young participants in particular, the book served as a meaningful intellectual challenge — encouraging critical thinking, civic awareness, and a deeper understanding of the responsibilities that accompany freedom.

Particular attention was given to launching joint initiatives, including the organization of international conferences, the development of sustainable solutions, and the creation of evidence-based practical frameworks. As a result of the meeting, mutual understandings were reached on expanding international scientific and analytical platforms, paving the way for deeper institutional cooperation.

The delegation was led by Anna Gutkowska-Zając, Regional Director for Eurasia and Central Asia at Educational Testing Service (ETS).


During the visit, both parties engaged in comprehensive discussions focused on enhancing the quality of education. Key areas of cooperation included professional development for faculty, the organization of joint training sessions, seminars, and webinars based on ETS-certified modern content, and the implementation of advanced methodologies in English language teaching.


Particular emphasis was placed on effective preparation for the TOEFL iBT examination, improving assessment literacy among students and educators, and fostering a systematic approach to international certification. In addition, both sides explored opportunities to establish a solid foundation for global academic mobility.


As a significant outcome of the visit, a Memorandum of Understanding (MoU) was signed between the two institutions. The document outlines clear strategic priorities aimed at improving educational quality, expanding the adoption of innovative approaches, and strengthening international integration.


This partnership is expected to further reinforce long-term collaboration between the International Nordic University and ETS, contributing to sustainable development in education and broader global engagement.

In an article published in the Xalq so‘zi newspaper and authored by the Rector of the International Nordic University, Sherzod Mustafakulov, the key priorities emphasized during the meeting are thoroughly analyzed, alongside a number of forward-looking approaches and proposals aimed at building an effective system.


As highlighted in the article, a continuous vertical integration model — “school–federation–university” — ensures the consistent development of talented youth, while individualized development programs remain crucial for each athlete. Particular attention is also given to advancing the sports economy, establishing clubs and academies, ensuring digital transparency, and strengthening the integration of science and sports. Sport, it is argued, should become one of the central pillars of the national development strategy.
