Reforms aimed at strengthening social justice, institutionalizing the principles of decent work, guaranteeing the protection of families, children and youth at the constitutional level, and ensuring freedom of speech are continuing at an accelerated pace in Uzbekistan.

At the heart of these historic transformations lie ideas, critical reflection, and a deep sense of civic responsibility.


Against this backdrop, Xalqaro Nordik universiteti hosted a meeting with political scientist Kamoliddin Rabbimov. The event unfolded as an open and substantive dialogue on the interrelationship between society and the state, freedom and accountability, reform and intellectual renewal.


During the meeting, the author presented his book, "Erkin millat poydevori (“The Foundation of a Free Nation”). The work represents a political-philosophical and analytical study grounded in the author’s long-term research, professional observations, and independent reflections. It offers an in-depth examination of the mechanisms of mutual responsibility between the state and society, the development of political culture, and the ethical dimensions of governance.


The book provides a comprehensive analysis of the dialectics of freedom and responsibility, the lessons of the recent past, and the ongoing processes of modernization. Notably, the concept of “nation” is interpreted not as an ethnic or territorial unit, but as a community united by shared values, collective responsibility, and a common vision for the future. The central thesis of the work is both concise and profound: freedom is the product of conscious choice and moral preparedness.


The event brought together professors, researchers, students, administrative staff, and representatives of the media. The discussion was marked by intellectual engagement and constructive debate. Participants raised thoughtful questions regarding the sustainability of state reforms, the boundaries of freedom of expression, the primacy of human dignity, and the interaction between political and economic processes.


Faculty members highly evaluated the conceptual depth and scholarly significance of the book, expressing interest in further theoretically grounded works by the author. Numerous comments, proposals, and analytical reflections were shared throughout the session.


The presentation evolved into an open intellectual platform dedicated to freedom of thought, political culture, and social responsibility. For young participants in particular, the book served as a meaningful intellectual challenge — encouraging critical thinking, civic awareness, and a deeper understanding of the responsibilities that accompany freedom.

The latest issue of the newspaper “Xalq so‘zi”, under its “Aks-sado” column, features an in-depth and systematic analysis of the key issues raised during the President’s dialogue with youth at the Kuksaroy Residence.


The article comprehensively outlines the priority areas of state youth policy, including improving the quality of education, ensuring employment, fostering innovative thinking, expanding the entrepreneurial ecosystem, and strengthening both physical well-being and spiritual resilience among young people.


It highlights the intrinsic connection between measurable outcomes, the current landscape, and long-term strategic prospects. Each year, hundreds of thousands of young individuals enter the labor market — a tremendous opportunity. At the same time, it presents a pressing challenge that requires a well-designed strategy, clear governance mechanisms, and responsible leadership.


What new reforms and initiatives are being advanced today?

How is the formula for sustainable progress being shaped?

What responsibilities rest upon educational leaders in ensuring coherence between quality, substance, and measurable outcomes?


As the author emphasizes:

“For the people of New Uzbekistan to greet each dawn in peace and confidence, a leader’s conscience and responsibility must remain ever vigilant.”

The 2nd Meeting of the University Council Held

The second meeting of the University Council focused on strategic priorities aimed at enhancing the quality of higher education, improving internal evaluation mechanisms, and strengthening performance indicators in national and global rankings.


Particular attention was given to thorough preparations for the specialized accreditation of newly introduced academic programs and specialties.

Based on national ranking indicators, a comprehensive action plan was approved. The quality of academic performance, research output, the level of international cooperation, graduate employability, and digitalization metrics were recognized as key determinants of the University’s competitiveness.


The Council also discussed the organization of professional development and retraining processes for faculty members through modern information systems. The introduction of a unified digital portfolio system is envisaged to systematically monitor professional growth, consolidate research and methodological outputs, and ensure transparency in attestation procedures. This initiative represents a logical continuation of the University’s digital transformation agenda.


Strengthening the University’s position in reputable global rankings was another focal point of the meeting. Key objectives include increasing the number and citation impact of scholarly publications, expanding international research partnerships, increasing the proportion of foreign faculty members, and fully digitalizing the educational process.


The Council endorsed the initiative to establish an international electronic scientific journal under the Department of Industrial Management and Digital Technologies. The project is expected to promote research in industrial management, digital economy, and innovative development, expand collaboration with international authors, and reinforce the University’s academic brand.


Additional agenda items included the recommendation of academic and scientific literature for publication, as well as organizational matters related to academic processes. Relevant resolutions were adopted accordingly.


At the conclusion of the meeting, diplomas were awarded to faculty members who had earned academic degrees. Birthday celebrants were warmly congratulated.
