The meeting focused on the key priorities for the 2026–2027 academic year, education quality, performance-based evaluation of faculty activities, the advancement of research, and the improvement of academic governance.
Particular attention was given to enhancing the criteria for assessing the performance of faculty members’ Individual Work Plans and aligning KPI indicators with contemporary standards of academic management. The importance of evaluating teaching, research, and innovation activities based on measurable outcomes was emphasized.
The Council also reviewed reports on the monitoring of course-related educational resources uploaded to the HEMIS platform for the new academic year. The discussion addressed the quality and coherence of digital learning content, its contribution to students’ independent learning, and its alignment with intended learning outcomes.
The meeting further considered the implementation of the requirements of the “Regulation on Higher Education,” effective from 1 September 2026, as well as Presidential Decree No. PF-58. Particular emphasis was placed on strengthening academic processes, improving institutional governance mechanisms, and ensuring the effective integration of new regulatory requirements into university practice.
Proposals to introduce amendments and additions to the Master’s Degree Regulations were also discussed, with particular attention given to strengthening students’ research and professional preparation and fostering a more supportive academic environment.
Another important item on the agenda was the organization of the “E Voh” Olympiad in Uzbek Language and Literature for teachers of general secondary schools across the country.
The initiative is aimed at supporting teachers with strong academic and creative potential, enhancing the prestige of Uzbek language and literature, and strengthening cooperation between higher education institutions and the general secondary education sector.
Under Other Matters, the Council considered a number of important issues, including the approval of individual work plans and theoretical-methodological programmes for independent researchers, recommendations for the publication of academic and methodological literature, and the appointment of individuals to temporarily perform the duties of professor.
Overall, the meeting identified key areas for the university’s further development by recognizing the interconnectedness of human capital, educational content, digital learning, regulatory governance, postgraduate education, research, and pedagogical initiatives.
The meeting concluded with the formulation of relevant proposals and decisions on the matters included in the agenda.
